The Implementation of QoS is done by the NIC driver. It all depends the quality of the Driver of your Netwerk Interface.
As all drivers, you have good and bad.
Standard, the QoS driver will do nothing!!! Or you have to assing QoS level from your Skype software or you have to do this from the NIC Driver.
If there are problems with the quality of the sound, it's due the poor driver software.
